Cal Trans... What are those mammoth tanks they use in the car pool lanes int he middle of the night?

It's a major operation they are doing something to the car pool lanes or the fast lanes There are usually 3 or 4 of them it appears to be some kind of grinding sawing resurfacing. Does anyone know what I'm talking about? They do it all night and there are 50 people out there working major operation.
