I'm on XP. I have two different friends who are too. All three of us have this same problem. Many times we can not print until we restart the computer. Then it starts printing immediately. There is no error message. It just won't print until you restart the computer. I also found this message -

I've done the uninstall / reinstall thing. That worked for a just a few times, then the same problem started again. I'll try running the cmd next time.

I found that I do have a "DependOnService" key. Is it safe to delete it?

All good answers:

Make you have everything powered on that is connected to the computer before powering on the computer.

The computer should be the last device powered on.

Do not use a power bar to start your computer and shut it down.

This should not happen with XP, but it does.

Power on the computer last!!!

Ok,Try this,when this happens Click Start>Run.In the box type cmd,then clikc ok.
When the command prompt comes up type net stop spooler.,Press enter (note the spaces) You will get a message confirming that the print spooler has stopped.
Then type net start spooler and enter.
you should then be able to print ok without rebooting.

Good answers both, also have you looked into updating your drivers and system BIOS? What kind of printer? You may also want to look into updating your chipset drivers to get a later USB version if it's available for your board.

You could also un install -re install as you may have a corrupt file.
