Is it possible to build a quality 3000 square foot house on a 700 square foot lot? If so, what is the mean price for constructing such home in Arlington, MA or any towns near Boston?

Sorry, I meant that it was on a 7000** square foot lot, and generally, how much is it per square foot it the middlesex region?

I don't think it is possible.
Heck, we are having a problem just putting up a huge garage attached to our house.
Too many codes, property lines, set backs and so on.
You need to check with your local town hall on the size and IF they will allow that big of a house on that SMALL property.

I would suggest getting a larger lot or downsize your dream home.

WHAT?.....a basement and 4 floors above it??
You need to check local building codes "FIRST"to see what is allowed before applying for a building permit.
These building codes can vary between towns and municipalities ie. set-backs, rear yard space, proximity to existing buildings, fitting in with neighbourhood, objections from neighbouring property owners, radical designs that interfear with the integrity of a neighbourhood etc.
.....this one don't seem like it's gonna FLY anywhere to ME!
