i want to change the carpet from my aprt. but can the landlord change it and if they do can they raise my rent?

You accepted the carpet when you signed the lease. The landlord doesn't HAVE to change it under normal circumstances.

However, they might agree to if you agree to a rent increase that will cover their cost over a reasonable time.

You might get them to agree to you changing it, but not having control over the quality, color, and installers will make most landlords nervous. If you do this, it becomes part of the apartment and you can't take it with you when you go.

I'd try to live with it. If it's really bad, cover it with rugs you can take with you. Save the money, build up a down payment, and buy a place of your own.

You should definitely talk to your landlord about the new carpet. Did you recently move in and the carpet was already needing to be redone? Or do you want the carpet replaced because of something you did to it? Either way, if you expect them to pay for it, expect to be able to tell them some good reasons why they should. Check your lease too, does it say anything about them being able to raise your rent? If so, and you don't want to do that, consider buying some big area rugs that you can put down over the carpet (and take with you when you eventually move to a new place). Good luck!

Why should the LL change it? You accepted the apartment as is. LL hate it when tenants come in and expect to paint the walls purple and have them pay for new carpets. If the carpet is fine, then the LL won't replace it. If it is that bad for you, offer to pay for it and installation and agree on a color. If not, you are stuck with it. These things cost money.
