if your shut off valve is gage then is gone, if your trying to opened and just spin and spin means that you need to replaced but don't call a plumber now call in the business hours, tell your neighbor to boor row his garden hose connected to your garden hose and open your neighbor and then yours just for showers or toilets (it's a temporally fix) let me know the progress

Try turning the water valve off and on a few times, as the valve may have stuck shut when you turned it off!

Depending on whether it was your curb valve (usually a globe type valve) or one closer to the house (almost any type) a valve washer may have fallen free and water pressure is holding it in place blocking flow. If you have a real long stem, like my valve buried in the ground, it may have broken down in the ground.

three reasons come to mind one you have a blockage second you didn't pay your bill. third you replaced your valve with a new one and are playing with the old disconnected one.

you may need to burp your waterpipe system..turn on all of your fawcets in your house and then turn the main on.wait till all taps are running and there is no more air in the pipes and then turn all fawcets off.
