I would imagine that you could create whiplash at as low a speed as 1mph if the other party was totally unbraced and not expecting a collision. It would be perhaps a little far flung, but still really anything is possible.

YES. a cheerleader got whiplash what she cause herself just by jerking her head back quickly. Later had to had a neck brace put on her.

Anything is possible. I got a neck injury while brushing my teeth once. True story. It just locked up as I was mid-stroke. It was diagnosed as wry neck, a.k.a. torticollis.
