If you don't have a lot of money acoustic is better because you don't have to buy an amp. Most people start with an acoustic because that's what they had available or picked from the garbage. A steel string acoustic is usually harder to play than an electric because you have to push harder on the strings due to the action being higher. Some people say that if you start this way then going to an electric is no problem because it's easier to play.
If I was to have only one guitar I would choose an acoustic just for it's convenience. You don't have to plug it in and you don't have to carry an amp around. But there is no best answer to this. If you really love the music that is played with an electric then this might be a better choice for you as you will be more motivated to play your favorite songs. Or maybe you want to start with a guitar that is easier to play and then move up later.

acoustics because thats how I learned to play guitar. It took me a while but I learned most of the stuff that u need to learn. I agree with this because it helps you to learn how to use your fingers for positions on the frets, learn how to use tempo/speed/rythmn in writing or making a tune, easy to pluck with your fingers (Electric- plucking with your fingers can give u nasty blisters), how to bar(use of index finger for the note being played), and how to slide up and down the neck of the guitar. I've played for about almost six years now so acoustics are good. Might want to get a guitar guide for to see what kind of guitar u might like to get for the model/type. I'll give u some brands from my 2004 guitar guide but u might want the new 2008 one that is out right now. You might want a Hofner, Taylor, C.F. Martin, Gibson, and Fender. Hofners are pretty cheap at $220-300 dollars, the rest I named go from 200-3,000 depending on your guitar. I myself own a red cherry Hofner which I love to play on when my electric guitar brakes a string, I also have a Taylor guitar which is pretty good as well. The Taylor can be put into an amplifier so it can kind of be an electirc. Electrics can be a lot of money as well depending on what u like, they go from $200-10,000 dollars. Coming from a guy who owns two acoustics and an electric have fun playing, make your own sound, and make sure u got plenty of replaceable guitar strings because sometimes they brake easily.

Electric because the strings are closer to the fretboard and *much* easier to play than an acoustic. You're going to be learning a lot of stuff and you don't want to be struggling with that aspect early on.

It depends on the type of music you are planning on learning. I started with electric though.
If you are going to be playing a lot of rock/metal than electric.
If you are going to play country music than acoustic.

there are 2 kinds of acoustic guitars,(nylons and steel) both are ok for beginners but i would recommend a nylon because it wouldnt hurt ur fingers.
electrics are ok, because its strings are softer than a steel acoustic guitar.but then its gonna be complicated when you choose your amps, and other gear.
so.. id say.. when u get better, switch to an electric guitar and then form a garage band..
