The increase in orgasmic ability might be due to increased blood flow to the area, or might be due to hormonal changes that occur throughout the menstrual cycle. As for why you feel numb on your legs while horseriding...does that happen both when you're menstruating and when you're not? You might be wearing pants that're too tight, which constrict the blood vessels that supply blood to your legs when in the horseriding seated position.
If you're still worried, I would suggest a proper medical checkup and consultation with your dr.

Its probably paresthesia. Transient paresthesia is the temporary sensation of tingling, pricking, or numbness of the skin — "pins and needles." It is usually felt in the extremities (hands, arms, legs, or feet), but can also occur in other parts of the body. This temporary sensation is usually caused by inadvertent pressure placed on a superficial nerve. The sensation gradually goes away once the pressure is relieved. Riding may be putting excessive pressure on some nerve in your thighs. Causing this sensation of pins and needles/numbness (organisms crawling over it). Wiki it!
