It's Hawaii and is located between 19 and 21 degrees north latitude. Florida is located between 24 and 30 degrees north. Brownsville, TX is located at 25 degrees north. Hawaii is the only state located in the tropics.

In the continental US....the Southernmost point in the US is in Key West, Florida.
If you consider all 50 states, then it is in Hawaii.
