Almost all colleges are "Pre med colleges" -- so the answer is yes.

I gotta agree with Taranto. What is this mythical "pre med" college you speak of? You can qualify for med school by graduating from any 4 year university as long as your grades are good enough and you have taken the prerequisite classes. You don't even have to be a science major to get into med school. Don't worry about getting into a "pre med" college, just try to get into the best college you can. A 3.2 GPA will give you quite a few choices, probably not the elite colleges, but you will be able to choose from several fine institutions.

Since most colleges offer pre-med, and don't make any requirements to study pre-med, sure. Try a state school. But keep in mind that a 3.2 GPA at the end of college will make it hard to get into medical school.

3.2 might get you into the college, but maybe not into the program. Think about it. would you like your doctor to only have earned a 3.2 in school?

I'm sure it can. Check the schools you are interested in by going to their websites or calling their enrollment office. Ask them this question.
