I am hoping to rent an apartment soon and on apartments.com some don't say water in the utilities included and I was just wondering if water is always included because somebody told me that it was.

Not necessarily. Each landlord has different requirements. Some have you pay separately because it's an expense they don't want to have to deal with.

Only if the lease so states. In an apartment complex it's common for the landlord to include water and sewer in the base rent since it's unusual for each unit to have a water meter. In homes that typically have individual water meters the tenant usually pays. If you're in MA there's an exception to that. In MA the landlord is required by state law to provide water and sewer in the base rent on any residential rental unit, even a single family home.

Utilities which are included are specified (or should be specified) in your lease agreement. Not all rentals provide water as part of your rent. You will need to check the individual unit you desire to rent to determine which, if any, utilities are included in your rent cost.
