Unicorn's have physically existed on this planet at one time.
They still exist in the astral planes. Simply, in spirit form.
If you were shown an actual picture,then it would be a hoax, because there was not cameras in the days that Unicorn's roamed on Terra firma

You make the rules -- it's your decision whether or not it can, and how. I've read books that go either way. Just once you've made the decision, be consistent! If one is broken off and doesn't regrow but another does, you'd better have a darned good reason why or the readers will lose faith in you. Does it take an act of magic to fuse the old one back on? Or to regenerate it? Or can another unicorn's horn heal it? Would that leave a stump? How would that affect the unicorn's magic? Or would it regrow completely? How would *that* affect the unicorn's magic? Would it naturally regenerate -- instantly, over a month, over years, over decades? Or would it regress the unicorn into a horse? A magical horse but without full unicorn powers? Or would it cease to exist entirely since a non-magical unicorn violates the laws of magic in your world? Or would it become a pure force of magic which could be used otherwise? As for hunting ... in your world, are unicorns exotic and revered creatures? I would daresay that harming one would be punished then, yes. Or are they pesky nuisances and the local lords pay to exterminate them? Or are they just a fact of life and harming them is considered Bad by good people, but so common that the commonfolk don't get too roused by it? You could go any way you wanted to, to make an interesting story. As an author, the choice is yours.

I think in some ancient text an actual unicorn is mentioned, but it is more like a goat with one horn than a horse. Obviously there are no pictures. :P

Some goats are born with one horn.
Some dishonest herdsmen move both of a goat's horns to the center of its head and then the horns can grow in a spiral together.

no, it's a cross between a horse and a goat that's why it has one horn, it's half goat and goats have 2 horns. unicorns also have goat beards and goat feet. If it doesn't have a goat beard and goat feet it's not a unicorn.
