1800 - 2200 (6 p.m. - 10 p.m.) Morning gets the most hours: midnight to noon. Afternoon is noon to 6 p.m.; evening 6 p.m. - 10 p.m. Then it is night, 10 p.m. - 6 a.m.

Word Web has two definitions for evening: "The latter part of the day (the period of decreasing daylight from late afternoon until nightfall)", and "The early part of night (from dinner until bedtime)". So it would seem to me that you cannot state unequivocally that it begins at a set time or ends at a set time. It would depend upon the time of year (if you live outside the tropics), and it could depend on when you had dinner and when you went to bed. I think most people think of evening as beginning around 5 to 6 p.m. and ending between 9 and 10 p.m.

In cell phone terms, Sprint says 7 pm, and Verizon says 9pm. Television says 6-9pm.
