The Coriolis effect, caused by the rotation of the Earth, affects the paths of very large objects. It is the reason that hurricanes spin counter-clockwise in the northern hemisphere, and clockwise in the southern hemisphere.

Tornadoes, and especially water in a sink, are both too small to be significantly affected by the Coriolis force. Tornadoes have been observed to spin in both directions in either hemisphere. Water in a sink will spiral in a direction caused by the delivery of the water. You can easily make it spin in either direction by deflecting the water. Likewise, vortices in streams spin in either direction with equal likelihood.

Lithiumdeuteride is correct that below a certain scale the effect is overwhelmed by other issues. One minor proviso is that tornadoes are also strongly affected. Only about 1% of tornadoes in the northern hemisphere spin clockwise, which means the parent mesocyclone is strongly feeling the affect.
