Well, first you will have to make a dome where people can live and be protected from stellar radiation, the dome must be built using something like automated nanotech Neumann, so instead of bringing material from earth, we can construct habitats in Mars using available material there. Since a Neumann can multiply itself, the construction project will be accelerating exponentially.
Once the dome is complete, we can start to send planter robots to plant edible plants on Mars soil inside the habitat. I have heard that someone have tried to plant potatoes in Mars soil taken back to earth.
Once the domes are finished we can start sending people there.
I am still not sure if potatoes planted on Mars soil will have no effect on our health though, so I will ask.

You would need to protect yourself from radiation, which hits the surface of Mars from space because Mars has no global magnetic field and no ozone layer in its atmosphere.

You would also need to protect yourself from inhaling the dust. It is very fine dust and if it sticks to space suits and gets tracked inside the space craft or pressure dome that people will have to live in, it could be toxic.

Mars gravity is only 1/3 of Earth. We know that zero gravity is bad for bones and muscles and the immune system, but we do not yet know if 1/3 gravity is enough to prevent these problems. If it is not, the people would need to spend large parts of their day in centrifuges to get full Earth gravity levels.

Well first people would have to build a society, and make living on Mars.

I would get a large photo of the planet,
place it under my bed,
climb into bed,
and go to sleep.

Were you foolish enough to travel on some expedition
to the Planet Mars:

You would run out of air...
You would run out of fuel...
You would run out of water...
You would run out of food...
You would run out of clean clothes...
You could not find a date for Saturday Night...
You would find that fishing on Mars is pretty crummy...
Television Programs on Mars are all Summertime Reruns...
You will find that it is absolutely miserable when you get an
itchy spot inside a space suit.

if i were in charge, i would make a giant shell around it, put some carbon dioxide and oxygen in it, a bunch of trees. water. cover the shells inside with flourescent lights and heat lights. this will be the new sun. then turn other planets into giant energy sources and connect them to the shell to power it. work on plumbing and put everything on earth into mars.

this could be possible in the far future.
