A quality start is defined as a pitcher pitching six complete innings and giving up 3 earned runs or less.

The term is often used for pitchers with shaky records, at times to justify their record.

For example, Roger Clemens has started 10 games and is 3-6. Sounds bad, but it can be justified by saying he's had 7 quality starts. This is nice for Roger, but it's kind of bashing the team's offense at the same time.
