The official royal family is the first 40 members and, as mentioned the Lady Louise Windsor is the youngest recognised member (born 2003). However as has mentioned Sophies unborn infant technically counts as a member of the Royal family even whilst unborn.
Otherwise the family is part of the whole human family so the last baby born anywhere at any moment is probably the youngest!

If you're limiting it to the Queen's close family, the youngest is Lady Louise Windsor, daughter of Prince Edward, who will be 4 years old in November. Her parents are currently expecting a 2nd child, due in December.
If you count extended family the youngest is Xan Windsor, Lord Culloden, who was born in March. He is a first cousin, twice removed of the Queen.
