Archimedes. he was so far ahead of his time, the king of Syracuse just said...what ever he says, just do it.
He was like a living computer with curiosity into all things...Plato and Socrates were just philosophers...Steven Hawkings is just a physicist...the only one that could probably even have an intelligent conversation with him would have been Einstein..he actually created calculus 2000 years ago and there was proof found when they scratched the text off a medevil Bible and found his workings

Smartest in what area? Hawking is clearly the world's leading scientist but how good is he at Politics or History or the Arts.
And are we including common sense. Hawking loses that he stay with a wife who beat him. Not a lot of common sense in that.
You need to find a Renaissance person some one who knows a little about all topics but may not be the smartest in any individual area.
Dead is easier: Jefferson, and DaVinci come to mind
You need to eliminate Our Lord, Jesus as He was/is also God and God is clearly the smartest being of all time, every time all the time.

The smartest alive is difficult to say. Certainly Hawking is in the running, but not a lock.
Dead is obviously harder to say. Without question Leonardo Da Vinci is among the top eschelon. He was light years ahead of anyone in the past century, including Einstein. Archimedes is up there on the list as well.
