WOW! FRAGINAL-NOYPI knows nothing about the make-up of the Executive Branch of government. The Department of the Interior is responsible for the administration of the Wilderness Act of 1964. Forest Rangers are a part of Interior. Just for clarification, Interior is cabinet level position in the Executive Branch. its' Secretary is appointed by the president.
