FREE Background Checks?

I want to do a background check on a person but have found I'll have to pay. I saw one website that advertised free but then I had to go through one of those things where you have to purchase another product. Anyway I was wondering if there's anywhere where I can do a background check and not pay anything. Just a simple check.

what about the police station? They would be able to tell you any arrests since they are public information you know.
