Notaries have income and have to report it just like anybody else. If your income exceeds a minimal level, then it is reportable. I am a California Notary. I did not make $100 from my Notary services last year so I didn't need to worry about it other than to list it as other income along with my other sources of other income.

No one who earns no income has to file taxes. If he is not charging a notary fee, then he has no income to report.
