Several teams have improved a great deal since the end of last season.
Washingtom has improved themselves a great deal with the addition's of Poti, Viktor Kozlov, and Nylander. The US Olympian Poti will certainly add some strength, skill, and stability to the defence while Nylander will provide a skilled puck-carrier to deflect attantion away from Semin and Ovechkin. Viktor Kozlov is a solid player who's skills should come out as a capital.
Toronto improved themselves somewhat with the addition of Blake, Toskala, and Bell. Blake will provide a gritty player who can score and comes to play every night (something that Ponikarovsky, Antropov, Steen, Stajan, etc don't always do). Mark Bell will provide an excellent experienced 2nd and 3rd line forward that should complement the Maple Leaf lineup. Toskala, if given the chance to show his stuff, should displace Raycroft as number 1, which will be an improvement. Another year of experience for the Leaf defence corp will be beneficial as well. Of course, if Peca signs elsewhere...all bets are off.
Philadelphia made a number of moves that can't help but improve the team. The additions of Hartnell, Upshall, and Briere gives the Flyers the making of three solid scoring lines
(taking into account Gagne, Knuble, Kapanen, Carter, and Richards). The addition of Timmonen and Jason Smith (both captains of their previous teams) provides the Flyer D with skill, experience, and leadership. Niittymaki is a solid goaltender, and if the product in front of him improves...so will his GAA, SPCT, and won-loss record. Biron is a more than capable back-up who has the experience to be number one if Niittymaki fails.
The Rangers also improved. The wily Glen Sather is at it again. While everybody and their grandmother had Drury headed for the West Coast and Gomez headed anywhere but Jersey, Sather signs them both....and all he really loses was Nylander. Gomez has established himslef as one of the premier assist men in the game (4th overall since 2000-2001) while Drury has established a name as a clutch performer during both the regular season and playoffs. Both players are hard-working and their efforts make the Rangers a serious Cup contender.
Los Angeles has made a number of small moves that should improve the team. The signings of Preissing and Stuart will improve the D a little (not a huge deal). The signings of Handzus, and Nagy will bolster the young forward group led by Kopitar, Frolov, and Cammalleri. Kyle Calder brings experience and work ethic to the team.

Philidelphia Flyers => acquired Danny Briere, Scott Hartnell, Jason Smith, Joffrey Lupol, and Kimmmo Timonen.
Rangers => Acquired Drury and Gomez.
Colorado => acquired Ryan Smyth And Scott Hannan.
L.A. Kings => acquired Kyle Calder, Michal Handzus, Ladislav Nagy, Tom Preissing, and signed Tomas Hickey to an entry level contract.

i would have to say anumber of teams especially the Flyers cause they signed Briere and got some d-man and improved there offense. then the Rangers got Gomez and Drury.
Other teams that have improved are the Avs,Oilers,Leafs,Capitals, and the Kings signing a whole line of free agents

Definitely not the Rangers. all they did was put a couple over-priced name tags in their line up hoping to buy the cup instead of keeping Nylander who was an asset to Jagr's play. But in answer to your question I'd say the Flyers. they filled almost all their holes and I would not be surprised if they at least make the playoffs.
