Mission bay is a really nice beach. I am pretty sure you can surf on the other side of the peir. And if you like sea food that you can go to Joe's Crab Shack for dinner. It is delicious and it is right on Mission Bay. If you want to stay in San Diego then the Hyatt Regensy Islandia which is really nice if you get a room in the tower.
Here is the website for the Hyatt Regency Islandia.

And if you want to stay in Coronado (island off of San Diego. Take the Huge Bridge to get there.) you can stay at the Hotel Del Coronado.
Here is the website for Hotel Del Coronado.

-OR- you can Loews Coronado Bay Resort. It is really nice (i stayed there and we got a suite right on the water. Also there is a beach right next to Lowes Coronado Bay Resort. It is about a 5-10 min. walk from the resort. I am not sure if they give surfing lessons.
Here is the website for Lowes Coronado Bay Resort.

I traveled to Dan Diego for the first time in March and was impressed. It is a very nice city which you can walk around and there is a lot to do. I stayed in the Horton Westin which is in the Gaslamp district. We went to Seaworld and visited an aircraft carrier. You can also go to Petco to see the Padres. I was there for three days on business so i didn't get totravel around too much and never did get tot he beach. But it is a nice place and the weather is superb just like everyone says.

1) buy a map. sometimes the freeway on ramps are hard to find if you're not from here.
2) the closer to the coaster you are the more crowded the beach will be. prepare to sit in a ton of traffic.
3)if you have a costco card, you can get discounted tickets to sea world and the zoos (legoland too i think) from one of the costcos out here.
4) la jolla and coronado are indeed the nicest places to stay. the areas that can be sketchy at times are the neighborhoods east of downtown. BUT there are a ton of good taco shops in those neighborhoods.
5) you can buy short term bus trolley passes at the transit store downtown. you can buy a 4 day pass for $15. this will give you unlimited access to public transportation for those days. it's good incase you want to go down to tijuana and not take your car or just wander around the city without really getting lost. www.sdcommute.com

Beach hotels, Best Western Beach View Lodge, The Surfer Hotel,
The Ocean Park Inn, The Pacific Terrace Inn.
All of these are in Mission and Pacific Beach.
And all work with the local surf schools.

The nicest upscale area to stay is Coronado Island. It's a nice clean beach, beautiful. La Jolla is beautiful with the cliffs along the shore....parking is really difficult. Head for a parking lot.
Pacific Beach, Ocean Beach, and Mission Beach are all much more casual....lots of young people. You can play beach volleyball, skate along the boardwalk, and eat at a beachside restaurant in these areas.
Enjoy your stay!

Please look at "resolved questions" for San Diego as this question has been answered at least a 100 times and the answers are perfectly sufficient. In terms of what a nice place to stay is, please list your budget. In Oct. you are going to want to wear a wetsuit but most surf schools will help you with that or suggest rental places. Finally, the local newspaper has a good site for advice for visitors: http://entertainment.signonsandiego.com/visitorsguide.html
