Different reasons: turtles are cold blooded reptiles AND have a heavy shell, AND are designed to swim rather than crawl. Tortoises are slightly more mobile on land, but are heavier. Snails are heavy and don't have the muscles+bones+high efficiency energy system (lungs/blood circulation etc.) that vertebrates do.

if you observe the body type of each organism you find that they both have shells that protect them from predators.

secondly, look at their way of locomotion. terrestial turtles have to support the shell with legs that come out from the sides giving them a disadvantage of movement.
oceanic turtles have flippers as "legs" and that is self explanatory.

Snails have to contract and expand their bodies to move and carry their shells.

snails normally move slowly because they have a single foot and they move by sliding it. The foot normally compises of tiny muscles which move in a wavelike motion so to faciliatate......lol

their bodies are not deisgned to get away from prey but to protect themselves from it, they can't be fast AND have armor i guess
