Ok it is legal to date her, and it's not incest. I would wait though. You're very young, you probably hate hearing that but it's true, you two will have a lot of time to figure out what you want. Also if she broke up with you once before she's probably uncomfortable about it and you should respect that. It might be too much for you two to see each other as boyfriend/girlfriend and as family, you two will see so much of each other you'd think you were married. You'll know what to do as time goes on, but as for right now you should concentrate on school not your step sister.

no not at all....your not blood related so i don't see a problem with it....and for people who see it as a problem maybe they need to think of it this way...say they were in love with someone and were dating...but both of their parents were dating each other too and they decided to get married....that would make your girlfriend your step sister...you wouldn't just drop her after that...it would be wrong just to do that cuz both of your parents got married...so i see no problem with going out with your step sister...really long explanation...but i think its good enough

Seems kinda a weird. Depends if you were raised together, tha that would be real weird. But if you were brought together later in llife and did not grow up together it may not seem as odd. I do not know if it is worng it just seems weird. But love is weird any ways.

yes. Although not biologically incest,it is from a psychological point of view. I am referring solely to cases where they lived together/grew up together.
