can you tell me if a friend of mine who lives in India needs a visa to travel to Dubai for a week?

I would suggest your friend to contact either Emirates or Air Arabia offices in India, they will assist him/her obtaining a visit visa. Air Arabia is a budget airline so the fares would be more competitive.
Or you can contact any hotels or travel agencies in Dubai. They will arrange the transit visa but the charges will be high.

Everyone has to have a visa to travel to any country. yes, he will need a visa.

definitely, he/she needs a visit visa which you can purchase from a travel agency or sponsor yourself if you are an UAE resident
