There is money being spent by our government, (i.e. our taxes) on the post secondary education for certain groups of people. Most of whom don't use that money, even though it's there for them. And what becomes of that left over money that doesn't get used? Is it put towards lowering tuition for everyone? Nope! It's just set aside, until they're ready to go back to school....
