Vineyards Wine Bar and Restaurant (2525 N 20th Ave, Pasco) has great small plates and atmosphere.

It just depends on what you like:

If you like to dance and have a bunch of skeezy guys rub up on you, then I would say downtown Kennewick at the Bed and Beach. They are right next door to eachother. I used to love the Beach, but I like I said scary larrys all over the place. But right down the street is The Sports Page, a nice friendly bar. Richland: Jackson's and the Town Crier in the Uptown Shopping Center are pretty popular. Lee's Tahitian is kind of lame, but they make the strongest drinks. I don't know much about Pasco, except for the Grizzly Bar at the Red Lion.
Restaurants: BoneFish, Kennewick, Tagaris, Richland, Atomic Ale & Brewery, Richland, Anthony's, Richland, Aioli's, Richland.

It has been years since I lived there, but the restaurant right next to the Cable bridge in Kennewick used to be really good. They were kind of spendy, even back in the 70s and 80s when my parents used to eat there. I THINK it was called Cedars, but can't remember exactly. It was really god food though.
