If your talking Disney / Universal - The second week after labor Day. NO one is out there vacationing, except maybe couples and parents with very small children, all schools are back in session its wonderful no lines, at restaurants the wait on you hand * foot. I usually keep my kids out from school that week and we have a BLAST riding the rides over & over no crowds, you can find parking at the parks close to the entrances. It's great

It depends on what you want to do:
Some ideas
get with college students - March in Daytona Beach
see Disney - End of November - December - less crowded
go to beaches - summer months - July and August are hot, Miami is nice year round, so are the Keyes - lots of attractions like boating, jet skies, water sports, etc
lounge and do nothing - anytime except January and February - it seems to rain a lot and is chilly

I live in Tampa, FL and I would have to say March or April. During spring, there is almost no chance of rain (in fact, we were in a drought this year until June) and the weather is still fairly mild compared to June and July. Don't come during summer. It rains almost every day and it is hot as hell. Trust me, the nicest time to spend outdoors and do stuff anywhere in Florida is during early to mid spring.
Oh and if you are planning to visit places such as Disney or Sea World in Orlando, DO NOT go during spring break. This is pretty obvious why and it is horrendous!! In fact, don't go anywhere in Florida during spring break. You will regret it.
