Go to concerts, enter contests and go to premieres. That's about it unless you wanna do all that crazy stuff like the person above me said

Usually you just happen to run into them...don't get hung up on it though...most of them are just regular people like anyone else and some of them, as human beings, are pretty disappointing. Trust me, I've met plenty. I happened to be sitting next to Mark Hamill at a play once and didn't even notice it was him until he held up a bag of chocolate covered almonds and offered me some. (Nice guy).
Most major cities have spots (clubs, restaurants, etc) where celebs go when they're in town, but these places are usually very exclusive and ridculously expensive. These places tend to train staff to keep people away from the famous people who hang out in their establishments. If you're lucky, they'll be a few cheaper dives where the celebs who are more down to earth hang out. Oftentimes you can find out about where these places are by reading the celebrity page in your local newspaper. Here in New York the Post (or the Daily News, I'm not sure) has something called Page Six which details celebrity doings around town.
Finally, you could sign up with non-union talent agencies and work as a movie or TV extra. It's rare that you actually meet the celebrities in the movies or TV shows you're working on, but you never know what might happen. I don't know where you're located, but you should be able to find these agencies in your local directory or online.
