F1 IS exciting this year- mainly because of the rivalry and heated atmosphere between Lewis Hamilton and Fernando Alonso (the McLaren drivers). Nothing comes close to that.

The safety car seems to be the best answer to all of the problems since it doesn't require any changes to the cars or the tracks right now. Until this season it seemed like it had been years since there was a saftey. But with the two rainy races it has made the races far more interesting than before. They should probably just bring out the safety car during situations where they would normally just have a local yellow. That makes it random and unpredictable to the teams.
The elimination of the chicanes make faster laps and more straights plus a few more passing opportunities but unless there are multiple racing lines then it will just lead to a faster follow the leader.

Every driver should be at least twice the legal alcohol limit for driving on a public road in the country the race is being held that week.
The drivers must down a shot of vodka when making a pit stop.
Allow unlimited engine capacities and allow turbo/superchargers to bring back the good old 1200bhp+
Should add a little spice to the racing

Oddly enough, the best spectator circuits were always those which had hills; like the old Nurburgring and Brands Hatch.
Standing track-side, the cars are incredibly fast, but due to the high-speed, they never actually appear to be racing each-other, even though they are.
There's a lot to be said for more complex and SLOWER circuits, where different racing-lines get different results, and where a sequence of downhill bends can catch out even the best.
Most GP circuits are about as interesting as a Scalextric track set out on the living-room floor.

Ban the winglets, bring in the slicks, advance the induction of KERS and maybe allow short term engine boosts. Its been ages since we have seen a good old fashioned slipstream slingshot!
Give points for ontrack overtaking (lets say 1 point for a 3 place overall gain).
This might be controversial, take out the tracks where overtaking is impossible (Monaco, Hungary), ensure a track has more than four or five overtaking oppurtunities.

Get rid of Eccleston, he's the cause of the current situation. For a two bit car salesman he certainly has come a long way. People like him forget their roots. He has decreed that all the cars have to be exactly alike, now we have the races were cars are in a game of follow the leader.

start removing aero aids cut the wing size in half, alow the teams to lower the cars, widen the wheel base and bring back the true slicks,
take out all the crappy added chicaines that have been added for "safety" like at monza and comming out of the tunnel at monoco, these are prime overtaking spots that now have a speed trap right in the middle of it
and for the last one, the one thats going to make me the most unpopular answer ..... safety cars ..... they bunch up the field and make for closer racing might as well add them now cause if there had been a course worker going out to one of the cars and the nurbergring parking lot and got hit by one of the other cars flying off the track it would have been manditory

Get rid of all the recent new tracks as they are all rubbish - i.e shanghai, turkey, malaysia, -- all boring, and all americas tracks (indianapolis, interlagos - awful) and especially monaco and hungary which are the worst of all. just keep half a dozen classic european tracks as these are the best, and just have 3 races at each over the course of a season. they are:
silverstone
monza
spa
hockenheim (the old circuit with the looooong straights)
magny cour (not to everyones taste but i like the circuit)
A1 - Austria
all the other tracks are shi.te
