Could well be a broken or weak governer spring in the injector pump. This type of CAV DPA pump has an all speed type governer and a failure in this will cause an overspeed.
Needs checking out as ultimately the motor will run away with catestrophic results.
Your local diesel shop or Lucas centre can check this out, most boat yards do not have the necessary calibration equipment.

If its racing with no smoke then its likely to be lean.
try the governor sticking or spring broken
At least you know the bottom end is sound.
1800 BMC, are you on a narrow boat ? Plenty of mobile engineers will look at a BMC for you - very popular

i think it's the injector pump,has it got a sims in line pump,then there will be a oil dip stick outside on the pump,engine oil is o.k to top up to mark,make sure the rack is free in pump,remove side plate by two small bolts,make sure the rubber gasket don't break when removing side plate,,if you take the pump to a factory of sorts it will cost loads.for repair.

Good one that.
As a first thought, check throttle cable is in good order,including your throttle telegraph, whatever make it is, also the springs are not damaged and the injector stops are still secure.

Have you cleaned or changed the fuel filters, some fuel filters you can clean if there is a turbo charger on the engine clean or change the air filter depending if its disposable or not.

Fuel problems take the cap on the fuel tank loose an see if that works.The vent may be pluged.
