I'm not sure of their book value, but they sell at about $20 each on Ebay.

They sell for about $15 to $20 on ebay. I'm pretty sure there were far more than 5000 sets printed. You're probably thinking of the 1986 Topps Traded TIFFANY set, which is a glossy version of the traded set, and is more rare.

Depends on whether the person lives in "the city ... by a body of water," or has a brain and realizes when someone cheats, it's not worth a torn-off fingernail.
