If it is land locked then it is very difficult for fish to get into the system. It could come about through eveolution but that takes millions of years. also it is possible fish were in the lake system but could not survive because of a limited amount of resources. It wont be until the lake system opens up either through plate tectonics or a few fish are dumped in accidently by a human or some other cause that fish will enter that environment

It takes a long time for fish to develope through the process of evolution. It takes much less time for them to flow in a river, and you cant have expected evolution to occur in the same exact way in every pond on earth.
Earth has had a VERY long time to develope life. So it didnt require, or may not have required life to have been supplied from a "river".

I don't know where you get your assumption from. There are lots of fish in lakes which do not have rivers flowing and out of them (which is about as close to land locked as I can get with common sense.) Lakes with rivers flowing in and out are called reservoirs. Lakes can get water from rain on their own water shed and from springs carrying water on buried rock layers from adjacent water sheds. Most of the lakes in the upper mid-west of the USA are not on streams but were formed by glaciation and have plenty of fish.

some land locked lakes do not have an avenue for the fish to enter and spawn, therefore, no fish .fish can't walk.
