Try having a romantic picnic. Try giving him an email or note telling him where to go but don't tell him what your doing. Pick a kind of secluded place. Bring some music have a nice lunch prepared and maybe some wine, and after wards just lay back cuddle up and enjoy each others company!

Well I could be an absolute jerk and tell you to hand him a bottle of anal lube and present your bare butt with a ribbon affixed BUT I think you are looking for a serious answer here so...let me think. Fun, Cheap, and Romantic...well I would start with the local paper and see if there are any small local events near by such as town fairs, carnivals, founders days or local clubs with some local talent...that would be a good place to start.
Most of these places can offer cheap distractions and an opportunity to be with someone, have some fun and just be in love. I knew someone once that her husband gave her a snickers for their anniversary, I laughed but now being married I truly understand its the little things that aren't trivial but important. So a six pack of beer, a bag of chips and some DVD's with a blanket to share doesn't cost much but I feel it.s more meaningful than a thousand dollar doodad or a trip to the islands. One last suggestion would be, depending where you are living, is pack a picnic basket and take a trip down a road you've never been, stopping along the way to gawk and shop and finish with a nice lunch watching the the fall foliage...and need I say depending on your level of adventure you can make it a very memorable trip indeed!

My husband and I like to take a ride in the mountains. We pack a lunch, and just drive. We take roads we've never seen before, not caring if we get lost, because eventually, we'll find some town or something and know where we are. We live close to the Blue Ridge Parkway, so we get on there and take little side roads. We find cool places next to creeks and rivers that aren't tourist attractions, so there's hardly if ever anyone there. We can eat our lunch at our leisure. We take pics of each other and set the camera to take pics of us together.
That's our best times together...all for the cost of the gas.

Good luck and have fun!

Hire a babysitter, take him to see a real man movie, then go out for drinks at a sports bar (or the tavern of his choice) and then stop off in the woods for a romp in the car he'll never forget. Me and my man say it wasn't that great of time if come home without skeeter bites on your butt! Good luck and have fun!

A picnic in a semi-crowded park. People watching can be very fun! Feeding birds can also be very entertaining.

Or did you mean a vacation? I say Vegas! Stay downtown (Plaza, Golden nugget, or Four Queens) ... it's way cheaper.

Go camping, just the two of you! Don't take a camper, but use a tent, if you dont' have one, I bet you could borrow one. Being alone in the woods, or even at a camp site would be fun!

There are really two places that would fit your criteria and they are both very simple and inexpensive. I would suggest a picnic at the beach or a state park for just the two of you.

Do you have a Drive-In Movie in your area?

My bf and I go to our Drive-In Movie occasionally. We pack the cooler with our fave beer or wine coolers, bring along our own munchies like potato chips and such, and if the movie gets boring, we neck like a couple of teenagers.

It's fun and cheap.

Could you add more detail please? How much are you wanting to spend (or the limit you can'want to spend) and where are you from? Bed and Breakfast places are usually really nice -- walk around a historic town, have a cafe lunch, an opera...it depends on your interests really. A scenic boat tour.
