Tell me what you do. Do you go to the extreme to impress a guy or do you wait until he notices you to make the move or do you make the move first??

Just start a conversation with him... Next time you see him, say Hi, what's going on with you lately. Or something like that.
You can generally tell if he is interested or not. If he doesn't want to engage in conversation the first time, he could be busy at the moment.
Make yourself know to him that you are there. If he picks up that you are flirting. If he is interested he will make the next move.
