I don't know if you mean city when you say city or town, because none of the cities are going to be really cheap. There are a ton of small towns that have very low cost of living like Palestine, Canton, Jacksonville, Bonham, etc. However, with a small town often comes a small earning potential. So if you are looking for a reasonable cost of living with a good earning potential you might choose San Antonio maybe. I think the suburbs as someone mentioned are actually more expensive to live in than the actual city. Avoid college towns because their housing is too expensive. Austin is very expensive and so are the suburbs of Austin.
Now I might temper all this by saying that my perspective is that of a native Texan. I see so many Californians moving into my town and talking about how super cheap it is because they can by 3 houses here for what they spent on one there. So maybe my version of expensive is your version of cheap. It just depends on what state you are from.
Go to the net and read the classifieds in the newspapers of towns that interest you, that will give you some idea. I also might add that Texas is so huge that you need to decide what region you want to live in, each has a different flavor. One region might really appeal to you and another may actually repel you. Keep asking questions here and surfing the net and you will get an idea of what area you feel drawn to.
I would also check out crime stats in addition to economic information.

There is a lot more to choosing a place to live in Texas than the price. For example, housing in places like Lubock and Amarillo is likely very inexpensive because those cities don't tend to have a growing population. However, the 'quality of life' in those places is not what you will find in Austin, Dallas, and San Antonio.

Try the suburbs of Austin, Houston, Dallas, San Antonio, or Corpus Christi... Go to the state of TX website and look up employment under there...
I went one day to Corpus and it is beautiful down there but it is a ocean resort town...
