Usually this is an issue with the speaker. You didn't say what kind you had but I'm assuming one of them is a sub-wolfer. The sub-wolfer will have a built in amplifier that could cause this problem, however, it is likely a bad connection. Try wiggling the jack and see if there is any change or if it seems really loose. Considering the terrible electronic environment inside the computer that a sound card has to deal with, it is far more likely that you are hearing is 60 cycle hum picked up in cord from the radio - which I hope you have connected to the output jack of the radio because I don't know what a input jack to the radio would -- well maybe let you use the speakers for amplified output. It may be that you have an impedence mismatch and are having to adjust the volume to hear and thus hear the hum or it may be that the cord is unshielded. Before you do anything else, unplug the radio and turn the plug over and see if the noise goes away. If it does, you have a radio where the ground (and thus the shield on the cord if you have one) is linked to the power ground.
If there is no change there, try a new cord.

You might have blown your speakers like everyone else has been saying. BUT, I have had that problem before and they were not blown. It could also be a ground wire. That sometimes makes interferences and makes humming noises and gets louder sometimes when you hit the gas pedal. Make sure you find the cause before you buy new ones, new speakers won't fix something like a bad ground or radio interference.

having a constant low frequency hum emanating from a set of speakers is not unusual... it's probably from having your master volume set a little too high. Set your master volume lower and use your radio volume control to bring the sound up to the level you want.
it isn't a sound card problem, or if it is, it isn't unique to your sound card.. all audio peripherals do this to a lesser or greater extent.

IMO, it sounds like interference. Your speakers are probably not magnetically shielded type. Get PC speakers or move them further from your computer.
Also consider hooking the radio via your Line out and not the speaker out on your sound card.

It sounds like your speaker wiring may be picking up electrical interference, maybe from the power supply, a light fixture or some other source near the computer.

try flipping the power plug for you speakers around in the wall. its sounds like a grounding issue. is your computer and speakers on the same circuit? look on ebay for a power conditioner and it will solve all your grounding problems, otherwise figure out a way to flip it

you might have to connect your speakers to the back of your computer, with all the plugs, but make sure its the correct color or ment for speakers, another problem is it might be that ur using the speakers on the back of the screen display so u might have to turn those off
