The reason I ask is because I have little plasic toy figurines I would like to use ... I didn't know if it was okay? Do they have to be specially made for aquariums? Thanks!

I would recommend only putting things in your tank which are made especially for aquarium tanks in order not to risk the lives of your fish

No, decorations don't have to be specifically made for aquariums, but you do have to ensure that no paint, chemicals or other like substances will wash off or chip off. If you repaint items, seal the item with epoxy or resin and let it cure for about a month. You should also let new plastic toys sit for about a month to "air out." Also, the only other concern is that it should have no sharp edges that can cut the fish or anything that can be bitten or broken off and swallowed by the fish.

well it depends on weather or not you have fish in the tank. If the toy has paint on it, it could be bad cuz the chemicals could leak out in the water and hurt the fish. even the plastic that its made out of could leak something that could harm the aquatic life in the tank.
