I think it's because the bulbs are filled with neon, which is excited by the microwaves and give off light.

The microwaves are creating arcs when they react with the filaments in the minilights.
Needless to say, this is what happens when you put metal in a microwave.

Hmmm... If I had to guess I'd say the microwaves inside are causing the gas in the bulbs to heat up, causing them to illuminate.
