Look up karting clubs and karting courses, i know it can be gratifing to do it yourself but might work out cheaper to buy a chassis and build on that, it is what my friend donhe and he has years of experiance as a welder who said it is easier to buy than make although he repairs his but there is only so much you can do with out weaking the frame work.

Unless you already have the welder and tube benders, it would be better and easier to buy the frame and build up from there.

haynes workshop manuals do one for offroad kart takes you through the whole build they also do one for the replica lotus super 7
