I would first blame the terrorists themselves. But I would also consider our people's (mostly liberal) opposition to certain things like wire tapping and other things they feel violate our Constitution, that have seemed to keep out country pretty damn safe since 9/11. I feel that our country should be on the offense and do everything necessary to ensure our safety or else we will be seen as a weaker country who waits for things to happen and then reacts. Everything has to be so politically correct these days because if anybody is offended then it all blows up. People need to wake up and see the world we are living in. The Constitution was written over 200 years ago at a time when there were no terrorists nor were there the technologies we have today. I feel that the Constitution should change a little according to the time and the world we live in.

Terrorists for the attack
However, I wont withhold blame to anyone it should go to.
That includes blaming Bush/Cheney/Neocons if the attack is the result of:
More terrorists created by Iraq invasion instead of focusing on terrorism as we were told he would do.
Arming people who most likely will turn those weapons on us shortly.
Refusal to provide border security allowing easy entry into our country.
And I'll put part of the blame on him, because as we give up our rights he claims we're getting protection out of it---if that is shown to not be the case and they dont return our rights then we'll know that was not the true intent of things like the Patriot Act.

the person responsible for the attack ie bin ladin on 9/11. That is where the president screwed up, by not catching bin ladin so it is his fault for making the US look weak on catching and finding terrorist. I blame the terrorist first and then the dummy for not catching the perp.

Well let's see. Who hasn't secured the borders? Who hasn't secured the ports. Who isn't enforcing the immigration laws? Were they in this country legally? Would the majority of them be Saudis and then we would invade another country? I would need some of those answers before I could say who I would blame.
