Not sure who or when but this site has a lot of significant dates in underwater diving development.
I imagine it could have been a careless viking as stated before but I think you are more interested in those that came back.

Lieutenant Matthew Fontaine Maury of the U.S. Navy was the first man to undertake the systematic study of the oceans as a full-time occupation and to write an English language textbook on oceanography. The present U.S. Naval Oceanographic Office is an out-growth of the work he started before the Civil War.

the bottom of the sea is not like the top of a mountain.
there are a million different places where there is a bottom. no human has even been to the deepest parts of the world's oceans.
i touched the bottom of the sea when i was wading in ankle deep water on the beach.

thisis a good one that deserves a good answer and here it is.The first man to get to the bottom of the sea was David Hasselhoff when he was doing his tv series about life guards on the west coast. He drowned and a great white came along, bit him in half and both halfs sunk to the bottom.well maybe he was then the first two men.

Whoever it was he could only grunt and use primitive sign language. He or she drowned quite by accident when trying to catch a fish.
