Fish do have teeth, most just have rather small teeth.

ADDITION: Goldfish do have teeth. Not so much along there jaws behind lips like we do, but deeper in their mouths along their pharynx.

Fish do have teeth. It's just that some are very pronounced, like sharks, and some are very teeny tiny, almost non-existent, but they are there. As with any animal, the size and shape of their teeth are based on their survival needs.
