is it like being on the phone...or is it im? if it's both which is used more?

It is an IM service. It is short for I Seek You. Works pretty much like any other IM program.

It's an IM program. It's really popular in some parts of the world like East Asia. I believe it's also integrated into AIM, as you can add people's ICQ numbers into your AIM buddy list.

You can use it on your phone, as you can use pretty much any IM program on your phone nowadays. Yet, you cannot make calls or anything, it's not Google Talk or Skype.
