It can't be done under this administration... even if Bush and his State Department wanted to change they have lost all credibility. A new administration, whether it is Republican or Democrat, will be seen as suspicious by the rest of the world but also be graciously received for not being George W. Bush.... this new administration should take advantage of this and be tough but straight forward (Bush has been tough but rarely honest) and should make concessions (environmental and military) to repair the damages. This would mean that we should force Israel to broker a realistic peace plan and convince them to make more concessions to the Palestinians... we should take the upper hand with the American-Israeli relationship instead of the other way around. There are actually moderate Israelis that are willing to accept this.
This is just a start. We should really look at paying more for oil from Canada and South America (a lot of American petroleum companies are already in these places... we just don't have as much control over these areas). Try to isolate us from the Middle East altogether; at least from a petroleum reliance perspective.

When Bush came into office, diplomacy was replaced with brute force. The shoot now and ask questions later logic of Bush has made the USA the most hated nation on earth second only to Nazi Germany. I don't see how this can be repaired while he is still in office because he does not think diplomacy is effective or worth his time.
Our image with the world has fallen greatly with this administration. When Bush is out of office and someone with common sense and a knack for diplomacy holds the office maybe it can be repaired some. I doubt seriously that we will ever again hold the world's good will that we had after 9/11. The damage Bush has done will take a long time to repair.

Don't kid yourself......children in Egypt that misbehave are told that Bush will come get them in the night. He is considered to be Satan incarnate by much of the world. People think that because he was re-elected that all Americans approve of the slaughter and bloodshed in Iraq.

Putting key people on trial for war crimes would help alot. Show the world we are not pro-torture. Withdraw forces from wars fought for imperialism. Bring all troops home to guard the airports and seaports and secure the borders. Showing that force is not the only diplomatic tool america uses that would help.

study history, particularly in the late 70's, this started long before then but certainly this was a major turning point when we did nothing about the take over of our embassy in Iran and our people held for 444 days enduring torture, not just panties on their heads, but real horrific torture and we did nothing because of weak leadership.
this negative perception of America stated long before then, it is very complex as to all the reasons. power is the root of all conflicts, those who have it and those who want to have it.

Few people will like the following
If Americans become aware of how some people became and are still becoming rich and powerful, a lot of the affluent and powerful would have to justify how they attained their wealth.
Unfortunately it is hard to distinguish those who earned it and those who lied. Those who are not honest change the US Laws to protect their wealth and the FBI protects them along with the US Military.
People that tell the truth are labeled an Un-American.

What never ceases to amaze me is how people can, in the same breath, say that 'they don't care what the rest of the world thinks of America' and then wonder why some people hate us enough to want to kill us. If we want to be respected in the rest of the world, we ought to start earning it again. We need to get people in office who DO care what the rest of the world thinks of us. We don't live in a vacuum after all... or didn't we learn anything from 9/11?
