I just recieved a phone call stating that back in 1996 I recieved a ticket in Hondo, TX totalling $142.00 that I never paid for not wearing a seat belt. I do not remember this at all nor do I remember ever being in that part of texas. That was 11 years ago. After that long can they really make me pay it. I don't even live or go to that state! Does anyone know? Thanks!

There is a pretty common scam to get people to pay money they don't owe by telling them some really bad thing is going to happen if they don't pay. Additionally, this scam is used to collect personal information to steal identities. In this case, contact the court in Hondo and discuss the ticket with them. If the ticket is real, you should be able to pay through the court. If not, contact your local police and tell them everything you can about the call you received.

Never give out personal information to someone you don't know that contacted you even if they indicate they have some official capacity.

You need to get in contact with them, and state the facts. It may be a clerical error. In my case, I was sent a toll violation ticket from Houston, and I've never been there. I called the number on the ticket and addressed the issue, explaining that I had never been. The car in the pic had a similar license plate number as a car that I haven't owned in years. It was off by one letter, and I told the person on the phone, and it was cleared up, and I didn't have to pay. Now, a ticket from 11 years ago.... You need to call them and address the issue before they send you a warrant.

I'm going to say this might be a scam. I hope you didn't give them any personal information. The best bet is to call the Hondo Clerk of Courts and verify this. If it is true, then yes, they can still make you pay it or face jail time.

IF the charge is legitimate then the answer is YES, they can either make you pay it or send you to jail.

IF the charge is legitimate, then you won't just be paying the fine but interest and most likely a failure to appear charge.
