Sad to say, they can.
However a more aggressive approach may be needed. A quicker one too. I too have fallen under the watchful stare of some minimum wage employee.
But we must be men! We must take what we deserve!
Forget the fly rod. That's for wimps. What you need is about a half a dozen of some quality explosives. I prefer M-80's .
One to a case and, my brother, you have fish flying everywhere!
The staff well be trembling behind the register as you gleefully scoop up your bounty.

....yeah they really are picky like that. One time I generously donated Piranha to them in their tank of Angel fish....man they called me all kind of dark devil ....and called the cops ....you know the rest....
