Well, if you insist on no pills try this:
Make a tea with Valerian root, skullcap, comfrey and chammomile for the base, for the taste mix one of those 'sample' tea with it, to sweeten use honey. Sugar is energy and unless you're adhd will only keep you up longer.
You may want to just get "Sleepy Time" tea that you can find in any Walmart or GNC.
Personally I grow and mix my own teas and capsules (most of the herbs, anyway).
For just sleep I make it with:
Valerian root, skullcap, comfrey, mullien spices (when I can't get hops) and chammomile. To help the taste I put in about 2-3 small leaves of lemon balm and peppermint (also prevents or stops possible stomach reaction from other herbs,prev. food. I put the herbs in a regular paper coffee filter and then fold the top till I know none of the herbs will slip out, I've already sweetened the preheated water with honey, added a little lemon juice if I don't have available lemon balm. Set the stapled tea bag into the prepped water and let steep about 2-4 min. Drink. Use common sense and not scald yourself, once you have begun putting it all to gether, you are on your own and I am not responsible for the actions of others. With that said, Try that recipe...if it don't work, try something else. Some people will put pot leaves in their tea (some apt. buildings prohibit any kind of smoking even just outside by the apt.).

Is it because you can't swallow pills? If so, get a prescription for sleeping pills, then grind one up and mix it into food or drink. Modern sleeping pills are safe, non-addictive, and they WORK! I know this is the alternative medicine category, but I have had serious insomnia my entire life, and I tried every alternative.
So, if you cut out caffeine, cut out sugar and choclate in the evenings, take hot showers before bed, do relaxation exercises / meditation, and try various herbs, and you STILL can't sleep, see your doctor. Sleeping pills changed my life. (I would not advise taking them every night, however, as you can build up a tolerance over time).

I agree with the chamomile tea idea--i've seen tea blends that are actually designed for bedtime to help you relax, too. There's also your warm milk with the tryptophan in it, and general relaxation techniques. Avoid strenuous activities and large meals in the couple hours before bedtime, and maybe take up yoga or meditation ;) Not as new age-y as it might sound, it's just deliberate mind clearing. If all else fails there's always nyquil....although I wouldn't really recommend it.

Get into the shower, make the water as hot as you can stand it and let the hot water run on the back of your neck for a few minutes. This relaxes your brain stem, and therefore relaxes your whole body. Get right into bed after drying off and you should fall asleep pretty quickly.

Without any pills, I can only think of chamomile tea. You can make a tea with Valerian, check the health food stores, but it tastes awful!

The most popular things for general relaxation (which help some people sleep) are Valerian, Chamomile, and Hops.... but some people actually wake up when they take these and are just very relaxed.
If you're looking strictly just for sleep, there's Melatonin, L-Tryptophan, 5-HTP, Scullcap (an herb... it just sounds bad), L-Taurine, and Passionflower are all very popular to help people sleep naturally.
