Check out http://www.ilph.org/
This is the International League for the Protection of Horses and they sometimes have horses who they loan out.
You need to be experienced and have suitable accomodation for the horse/pony, you would also be responsible for all costs of keeping the horse/pony including collecting and returning it to the rescue centre and any veterinary costs and they would come and inspect the horse regularly.

I suppose if you have horse care experience and the facilities to do so, you could see the S.P.C.A. and offer to foster one that has been neglected and needs a temporary or permanent home.

The thing is, horse care is quite expensive. If you can't afford to buy one, can you afford to feed one? How about the vet bills? And other maintenance that needs done like hoof-trimming and shoeing, etc.
If your primary concern is getting one free, I have a feeling you're not prepared to take on the costly care of the beast!

no, unless you know someone who has a horse and happens to be giving it away.
the best place to get a horse is at your local rspca centre they can give you contacts to stables with horses what need owners and what dont cost as much as some.
remember though, the cost is not the horse alone, its its food, stable, land, grooming products. remember this you cant just buy the horse all of this stuff is very expensive.
